HONG KONG SAR – From November 16 to 22, 2025, Hong Kong played host to the much-anticipated Hong Kong Maritime Week 2025 (HKMW), celebrating its ninth edition under the unifying theme of “Navigating to a Greener Future.” With over 50 events and more than 70 international, Chinese Mainland, and local organizers, this year’s gathering attracted a record of over 18,000 participants, showcasing Hong Kong’s vibrant maritime community and its role as a global maritime hub.

The week-long event serves as a high-level platform where policymakers, industry leaders, and experts converge to share insights and discuss pressing global maritime issues. Attendees from numerous countries took the opportunity to engage in meaningful dialogues about sustainability, technological disruptions, and geopolitical challenges facing the maritime sector.
John Lee, Chief Executive of the Hong Kong Special Administrative Region (HKSAR), highlighted the importance of international cooperation during his address at the opening ceremony on November 17. He emphasized that in an era defined by geopolitical discord and climate change, collective action is crucial.
Collaboration for a Sustainable Future
Mr. Lee remarked, “Hong Kong’s role as a stable, reliable, and dynamic maritime hub has never been more vital.” His statements resonate with the overarching goals of HKMW, as he pointed out the pivotal nature of the “one country, two systems” principle in reinforcing Hong Kong’s status.
The opening event featured the two-day Asian Logistics, Maritime and Aviation Conference (ALMAC), attracting around 2,300 high-profile professionals. Mr. Lee also announced the establishment of the Partner Port network, signaling Hong Kong’s strategic intent to strengthen maritime connections. Newly formed partnerships with ports in Guangxi, Dalian, and Port San Antonio in Chile epitomize this effort.

Embracing Green Transformation
Echoing the essence of HKMW 2025, Mable Chan, HKSAR’s Secretary for Transport and Logistics, stressed the rising importance of green transformation in maritime industries. She described the government’s initiatives to meet the International Maritime Organization (IMO) targets for net-zero emissions by 2050. “Bringing together all parties—fuel suppliers and IMO members—is vital,” she stated.
Recent government initiatives include the launch of the Code of Practice on LNG Bunkering and the Green Maritime Fuel Bunkering Incentive Scheme, promoting environmentally friendly fuel in Hong Kong’s maritime operations. In a notable achievement, the first LNG ship-to-ship bunkering demonstration took place successfully earlier this year, establishing a framework for regular commercial operations.
Economic Opportunities in Decarbonization
At the Hong Kong Global Maritime Trade Summit on November 17, Paul Chan, Financial Secretary of the HKSAR Government, outlined the economic potential of maritime decarbonization. “It represents a multi-trillion-dollar investment opportunity through 2050,” he remarked, highlighting the potential to create up to 4 million jobs globally in the transition to zero-emission marine fuels.
Hong Kong aims to elevate itself as a regional hub for sustainable fuel supply, targeting over 200,000 tonnes of green maritime fuels by 2030. The city’s consistent top-four rank in the International Shipping Centre Development Index emphasizes its influential position in the global maritime framework.
Strengthening Maritime Services and Talent Development
Mr. Lee reiterated the importance of leveraging Hong Kong’s unique attributes, such as its status as a bilingual common law jurisdiction, to enhance maritime services. Plans include collaborations with international marine insurance organizations to upskill talents and expand the Maritime and Aviation Training Fund to cover green energy courses.
As technology evolves, Hong Kong is pioneering a Port Community System, set to launch in January 2026. This initiative will utilize advanced technologies like AI and blockchain, allowing for real-time cargo tracking and efficient data exchange. The result? A more streamlined trade process that enhances both capital flow and customs declarations.
